Regulation 4 of the Confined Spaces Regulations 1997 (SI 1997/1713) requires that work in confined spaces is done by safe working procedures that include a safe system of work. HSE guidance (HSG258) recommends a permit-to-enter system for confined space entry. The permit confirms that the space has been assessed, atmosphere tested, emergency rescue arrangements are in place, and entry is authorised.

US OSHA

“entry permit”Close equivalent
“OSHA 29 CFR 1910.146(d)(4) and (e) require a written permit for entry into permit-required confined spaces. The permit must specify the space to be entered, the purpose, the date and duration, the authorised entrants and attendants, the hazards and their control measures, equipment required, and rescue procedures.”
Jurisdiction note: OSHA requires a permit only for permit-required confined spaces. GB and Irish guidance recommends a permit for any confined space entry. OSHA permit content requirements are more prescribed than UK/Irish guidance.

Practitioner note: The permit is the control, not the paperwork. An expired or unsigned permit means entry stops. Confirm rescue arrangements are in place before issue, not after.
